| dc.description.abstract | El desarrollo normativo del cobro coactivo en Colombia es principalmente legislativo y reglamentario. Así las cosas, en la constitución política de 1991, no hay alguna norma que trate este tema de manera directa, por este motivo se ha prestado para un mal desempeño en esta jurisdicción, dejando desprotegido a los usuarios cada vez que un ente territorial ejerce cobro coactivo.
